I've saved a lot of stuff as mht files with Pale Moon's MozArchiver extension, and when there are sites that refuse to display in Pale Moon, I've been able to use the "Save as Web Page, complete" option in Chromium, and then open the html I just saved in Pale Moon and use that to save it as a single file
